hearing loss question

My son has a strong desire to serve in the Army. He plans to apply to WP. While he is otherwise healthy, he has significant hearing loss in one ear (nerve deafness). The last time it was tested, hearing was normal in one ear and the loss in the other ear was 70-90db. We know this is below the medical standard but would like to know if hearing loss in one ear is something that is ever waivered. For WP? For ROTC? For enlistment?
 
Waivers are authorized on a case by case basis. Ahd while the offending condition is the primary focus, it depends what other issues are present or not present. The decision to waiver will be 100% NO if there's no attempt.
