My father got the following email from USMA West Point, and I can't tell if it is a LOE or not... Can someone help me out? How much of a chance do you think I have of getting accepted?

Prospective candidates and their families may schedule a daily admissions visit, which consists of a one-hour briefing co-presented by an Admissions Officer and a current cadet, a walking tour of the campus (weather permitting), an opportunity for a one-on-one meeting with an Admissions Officer, and a chance for the prospective candidate to attend classes and eat lunch with a cadet.
These daily visits, especially those conducted during the academic year, are the best way to become familiar with West Point -- both as a top-ranked college and as a military academy.

No. LOEs come in the mail (and the portal I’ve heard) and always authorize an overnight visit.
 
LOE’s authorize an overnight visit and also state ‘Letter of Encouragement’ at the top of the letter
