Yes, you can send them in and the funds applied to your expenses. In the end, all students receive a salary but expenses are subtracted. The student will received the monetary benefit of scholarships - eventually. It may not be in every paycheck, but it does eventually catch up to you as they disburse excess funds from your student account.
There are exceptions. USAFA will not accept funds that carry exceptions or restrictions on use because they cannot monitor that -- because they do not have a financial aid office.
