I received an email this morning saying I was put on the national waiting list as a hold candidate but that I was found to be academically qualified. I know there are other threads on this but I’m still confused about one thing...does this mean that someone with a direct appointment has to decline their offer in order for me to receive one?
 
no. it just means USMMA has to figure out order of merit for offers. Nothing else to do but wait. Reaching hold means you got a 50/50 shot now. 🤞🏻

No.
You are in the pool of qualified building materials the SA can choose from to build out the class.
They are shooting for a sweet spot in this year’s range of class upper and lower size.
They know from years of experience they have to offer more appointments than will be accepted, because of algorithms fueled by years of attrition data and predictive analyses.
They have a box of puzzle parts which might fit the puzzle they are trying to complete. They have more puzzle pieces than they need. Some pieces are “aha, that’s the perfect one,” and they are snapped into place. Others will take more comparison with similar pieces, the box of re-applicant pieces are now in play, and the pieces are being arranged into the order they merit.
