How can I strengthen my second application?

Other than taking act and sat again, what else can I do that would improve my file? Any input would be much help!

Get good grades at a college while taking courses similar to USAFA core classes: Physics, Chem, Calc, History, English, and a foreign language. Or attend a prep school to work on your test scores and become familiar with military protocols. Also, research workout programs to find one that you'll enjoy and continue.
 
I was actually accepted to NWP as a self-prep but my liaison advised ROTC.
 
Two things that you control in the reapplication process are your test scores (SAT/ACT) and the CFA. Forget the averages - make it your goal to max out both. At NWP you will be in a great environment to do that. It can be done as a free agent. Good luck!
 
If you want your file to look better, NWP is the way to go. Your SAT scores will go up a ton AND you have the chance to show yourself at a "real college." I'm not sure how much your ALO knows about NWP, but the admissions board at USAFA has a good relationship with the school. Honestly, it's your best bet.
