And the slate they submit could use a different methodology then in prior years. Just because they issued principal NOM's last year, doesn't mean they will choose to do the same thing this year. Even the wording issued to the media could be misleading if the person isn't familiar with all of the terminology. Often times, the MOC will say that someone was APPOINTED to a SA when in fact what they should have said is they were NOMINATED. MOC don't issue appointments, the SA does that and everyone with a NOM might not eventually receive an appointment.
