Stepdaughter recently decided to complete preliminary app. How long does it take to get a candidate number? Concerned about not having one in time to meet a 9/30 nomination deadline.

Are you certain that a candidate number is needed, to apply for that nom source? That would be a clarification I would make, if I were your DD. BC I don’t think it’s required, usually.

That’s an early MOC application deadline!

My nom was actually due today for my 2 Senator's and my congressman. Neither of them asked for a candidate number.
 
You don't need to have a candidate number to apply for a nomination.

There are 535 different nomination sources...each of whom can have their own Nomination process.
I recommend confirming with YOUR MOC to determine whether the Nomination application requires a USNA Candidate number.

The Nomination process and USNA application are two separate processes, and certainly should be able to apply without a USNA Candidate number (I actually had a candidate a few years ago who popped in the system late November, early December -- when i asked him about the late interest in USNA, he explained that he was waiting until he received a Nomination before applying to USNA). However, if the MOC application asks for a Candidate Number, it might make for an awkward moment when a MOC interview panel asks for the status of your USNA application.

For OP - USNA is still working out the bugs with a new Application platform. I don't know if the process of taking initial applications and issuing Candidate Numbers is fully automated and integrated yet, but have seen delays from days to a couple weeks this year. (This suggests that it is not automated..but I don't know that). I do know that all applicants are issued Candidate Numbers and considered Official Applicants without the prescreen this year. If you need a Candidate ID for the MOC application, DD should reach out to Admissions (or to the BGO for your school) and ask.

I hadn't thought of some MOC requiring a Candidate Number, even though it's not required.

From the website: "It is recommended that you submit your letter of application for nominations immediately after you complete your preliminary application. Do not wait until you receive a nomination to begin your formal USNA application. Many nomination notifications do not go out until early to mid-January and the deadline for the USNA application is January 31. Your nominator will notify us of your nomination. You do not need to notify the Academy. "
