How to Select a College for Scholarship

My daughter was awarded an AROTC 4 year scholarship to her top 3 selections.

2 of the colleges are Ivy League and the other is a great college but not as prestigious.

The Ivies are definitely a realistic reach for her, the 3rd is a definite match/safety school.

She did not ED as she also applied to SAs. We doubt she will know any admission decisions before AROTC deadline.

When selecting a school for the scholarship, should she list her dream school or the safety?

We are nervous that if she is declined admission to Ivy, she may not be approved to transfer to safety or another college on her application.

Are transfers common or rare? Do slots fill up quickly?

Well, a major consideration to take into account is your ability to pay for the Ivy in the event your DS decides to leave ROTC after a year, or gets dropped for some reason. We are all hopeful that our children make it through all 4 years, but this board has had multiple horror stories of students being disenrolled for a variety of reasons. From reading prior posts on this board, it does seem that transfers are more likely to be granted if the schools in the same brigade.
 
Choose one then transfer the scholarship if she doesn't get in.
Question on transfer of scholarship- I heard that if a scholarship is awarded to a senior military college it is more difficult to transfer to a “regular” school. Any truth to this? Looking at list of schools on the application and questioning order of preference
