initial DoDMERB access?

DD in the middle of AP Exams, so just doing some leg work. She has earned Type 7 AFROTC scholarship converting to Type 2 3-year. She has not received any email for DoDMERB access/portal, etc...does this initial email come from her College Cadre Captain? or national AFROTC? She will be reaching out to her Captain after exams, but thought I'd try here in the meantime. Thanks so much for any guidance.
