If I remember correctly you don't get the info of any PMS's with which you can interview until you have enough of your application finished to do an interview. Also, I'm pretty sure your DS schedules the interviews himself. I won a AROTC and AFROTC scholarship and don't remember them reaching out to me first. I had to contact them.
