Is DS a military dependent?

This should not be this complicated, I know… but on the AROTC application it asks if the applicant is a military dependent. Is mine? His dad retired a few years ago after serving 20+ years. I thought no since he’s no longer active duty, but he still has his military benefits so not sure.

I read this as still a dependent at this point.

He is a dependent if he is still in DEERS.
