Is the CFA required for an LOA?

is the CFA required to be considered for an LOA? Has anyone received one this year without their CFA completed? I know an LOA isn't everything, but I'm just curious because it'll be hard to take my CFA right now in the middle of football season.

While I was finishing my application in August, I contacted my region's admissions officer in Annapolis and he told me that in order for you to be considered for a LOA your application must be reviewed by the admissions board and that in order for your application to be reviewed all documents need to be completed. I took and passed my CFA at summer seminar and received my LOA dated September 2, 2008.

I am also a candidate for the class of 2013 and do not know everything. I believe there are a few exceptions (ie: Recruited Athletes).
