I am a reapplicant about to start college army rotc, I had done jrotc in high school and recieved a jrotc nomination. Now that I am in college rotc, am I still eligible for the jrotc variant? As from talking to my pms, he states that it is very rare for them to give out rotc nominations.

You are no longer in JROTC, so no nom availability there.
Your mission is to fully commit to your college ROTC unit, be the most positive, well-prepared, 110% effort, top-performing, well-groomed, impeccably uniformed cadet who volunteers for the thankless jobs and is focused on this path to a commission, while also hoping to take another shot at an SA.
You must thrive where you are currently planted.
Strategically, I would have delivered some performance and started building my professional reputation at the unit before hitting up the PMS for a unit nom. If you think about it, that PMS has to have complete confidence in you as a top-performing cadet he is willing to stake his professional opinion on and personally and professionally recommend for an SA. He has not had a chance to form an impression yet, and he may have an initial impression of someone wanting to leave the unit before they have even started or contributed.
Work like a fiend to earn that nom, but do it because you are equally fine to continue your path at that unit and be a proud graduate from there in a few years.
Only 20 appointments in each class go to the JROTC/ROTC category, if I recall correctly, so assuming you are applying for VP nom, 2 Senators and 1 Representative, you will have other irons in the fire. Be sure to reflect new growth, perspectives, insights in all your essays; do not recycle last year’s exactly as written.
