What summer program are you referring to?

If you are talking about summer seminar, which high school students attend during the summer between their junior and senior years, then no, you do not need to be in JROTC to attend.
 
Thank you. My question was in relation to JROTC. Yes the requirements stated needed to in JROTC. But there was a another follow up questions regarding CAP . This is why I asked if CAP members can join JROTC summer flying program.

From what I know, (being in JROTC and CAP), CAP members cannot join the JROTC summer flying program. The flight program candidacy process is a very long one with many tests and a lot of things to learn during the school year. Only a small percentage of JROTC cadets got in this year (one person from my >100 JROTC cadet group). CAP cadets already have flying programs and many more opportunities to fly than JROTC cadets with orientation flights.
