LOA Question

Are LOAs sent out this late in the game? Are they ever given out to regular decision students? Does an application have to be complete for one to receive an LOA or are they sometimes mailed prior to full completion of the application?

I believe they are sent out early in the game based on personal experience and what I've seen. I got mine in August, before I had even gotten halfway through the application. I would assume all are given out early because one of the requirements needed to accept the LOA is to submit your application during Early Action.
