Do all the LOA recipients have their DODMERBS and CFA passed?

No. Ours was still waiting for DODMERB and CFA when he got his LOA. It says it on the application site what was missing. He's since qual for DODMERB and submitted CFA scores which should be passing but neither have updated in a couple weeks. He won't find out about nomination until Jan. At least that's the way it is around here. Keeping fingers crossed he will get appointment in Jan or early Feb.
