LOR's for USNA & NROTC

Looking at the Academy application it reads as if the Letters of recommendation will be forwarded to the NROTC board. Does anyone know if this is accurate? I want to make sure before I request or don't request additional LOR's.

At NASS I asked my Admissions Counselor, she didn't even know it said that

My ROTC recruiter said you have to submit the USNA and NROTC applications completely separately. For me at least, I don't think any recommendations were sent between USNA and ROTC.
