DD is 4/c Mid; last year when completing her NROTC application, local recruiting officer advised her to list any colleges she liked as top 3 choices, then in-State public "safety" university as 4th choice, then-- if not selected for scholarship until final Board-- 5th choice list a college from NROTC MSISR list if interested in attending.
She listed top 3 options (applied to #1 favorite as Early Decision), then listed in-State university which has NROTC, then University of New Mexico from MSISR list.
She applied to in-State university & UNM; accepted by both, which opened paths to contingency options:
Plan A: accepted at #1 favorite as Early Decision + NROTC scholarship.
Plan B: accepted at #1 favorite as Early Decision + no NROTC scholarship, use university scholarship + join NROTC as Programmmer.
Plan C: rejected by #1 favorite then apply to #2 & #3, see if school offers scholarship in case need to join NROTC as Programmer.
Plan D: if rejected by #1, 2 & 3, then decide between State university and UNM depending on whether awarded NROTC scholarship.
Plan E: if no scholarships awarded, not financially able to attend college, enlist Navy and pursue OCS.
At this point, maybe your recruiter/advisor has ideas. You can consider applying ASAP to whichever in-State university in your state has NROTC. (Also consider applying UNM, it's in a beautiful area and has NROTC.)
[Side note, DD got to follow her Plan A, but was ready to adapt to other contingencies.]
