medical discharge from ROTC

My daughter was told to sign request for medical discharge today from college ROTC because she has not participated in PT since May because of carpal tunnel syndrome and subsequent surgery this summer. She was receiving a scholarship. She will have to withdraw from college because of this. Any recourse?
 
How did the carpal tunnel syndrome prevent her from participating in the parts of PT that did not require her to use her wrists (running, sit-ups, crunches)?
 
I'm with TPG on this one. If she doesn't want to leave ROTC and this is a temporary reparable condition and they "insist" that she "voluntarily" withdraw I would be contacting the Cadet Command IG to see her options. This sounds odd though-I don't suppose that there are other issues involved besides a temporary "profile" that restricts her ability to do PT?
