"Membership in Regional/Competitive League"

Hi, currently applying for ROTC, one of the criteria for the athlete in the SAL criteria is "Membership in Regional/Competitive League" and what exactly does this mean? If I run and competed in cross country at my high school does it count?
 
If you do cross country in school, that would be listed as a Varsity or Junior Varsity sport in the appropriate area.

Regional/Competitive League would be along the lines if you do some local 5K or 10K races, or maybe are part of a local running club, that's what you would include there.
