Mids with Armed Forces Service Medal

I've seen a lot of pictures of some mids with the AFSM and the NDSM but no other ribbons. Does this signify prior enlisted or is it possible to earn the AFSM while at USNA? Thank you, just wondering.

AFSM was awarded to second battalion for their efforts to run the COVID isolation wing.

Not prior enlisted. Mids that were called back from leave to help with COVID task force last year were given a medal.
