I completed my application in the beginning of November and recieved a nomination from my member of congress on the 19th of the same month. To add I'm 5th in my class out of 505 and recieved a sat composite of 1350 (29 act equivalent for the new sat). On December 7th I recieved a letter notifying me that I was qualified and placed on the national waiting list. I've read a mix of things of what this exactly means. I was just hoping for some clarification and advice. Thank you
 
It means you are in a boat with lots of other applicants, about half of which will receive appointments. Have a good plan B... and C.

I also received the same letter OP described, however, that was only after I received a nomination from my senator. A few weeks ago I was nominated by my congressman. Does this mean my application will be re-reviewed?

Maybe. It depends upon the need to fill slots. You definitely have a shot.
 
DD received a similar letter which prompted some searching. At first she was a bit bummed thinking that getting put into the NWL was a bad thing. Turns out NOT to mean the same thing as civilian school. It means you're packet is good to go and they've moved your file to a "holding tank". Once all of the NOM's come in, and they're not due until January 31st, then they'll begin matching candidates with NOM's for their appointments. Having multiple NOM's will give the SA more flexibility to "pull" you off the NWL (you can read more about that in the NOM threads).
