I am Enlisting in the US Navy and I wish to extend my career through any service academy. If I were to apply for the USCGA and be accepted, do I have to wait until my commitment to the navy is over or can I attend before the commitment is up?

Great question, probably best for an Admissions Officer. I know the CGA has slots designated for CG enlisted members. I don't know how many a year, etc. I was selected for OCS while enlisted in the reserves and they basically discharged me and designated me an Officer Candidate all in the same motion. It might work something like that.

VMI has good advice. But you may also need to contact a CG recruiter requesting information about transferring services. The Navy will have to sign paperwork to let you go.
