DS received email last week from DoDMERB saying his packet was with physician for final review and that there were no remedials required. DS's status hasn't changed on DoDMERB (Remedial Requested) and USMA portal reflects (Remedial Dec 29, 2017).

Is this good news and how long should DS wait for portal update?

I have never heard of DoDMERB stating "no remedials required". Usually, you just find out that you passed the DoDMERB section by receiving a "complete" in the DoDMERB website.
I think it is good news - since January 31st is approaching - but DS should continue to check his EMail twice a day and logon to the DoDMERB website to check for remedial requests.

More than likely his SA portal will update with a "Complete Pending Review" status. in the next week or so. When that happens (assuming he has a nomination), all he can do is wait.
He has to be prepared to wait until mid-April or so. Good luck!

So would a typical candidate go from 'Complete Pending Review' to a decision? Or is there a period where the status is just 'Complete?'

Thanks

If you mean by "decision" an Offer of Appointment, that's what everyone is hoping and waiting for, yes.
It could also mean a thin white envelope (TWE) containing words to the effect; "although you had a great application, we regret to inform you..."

The hard truth is about 55% of them will get the dreaded TWE, but the wait is typically less for a TWE than for an Offer of Appointment.
Offers of Appointment can be received well into May. I do not envy any candidate the wait over the next few months.
