I was told not to worry about nominations at this point, although I am writing letters at the moment. Do I need nominations before the evaluation begins?

If you're class of 2015 it's far too late. For 2016 you should listen to the advice because most MOCs won't even let you submit application until July or so. There's an application process, not just a letter from what I'm familiar with unless you mean essays of some sort.
