If a candidate gets an appointment due to a high(er) WCS on the NWL and NOT via their nominating MOC's slate, does the candidate's MOC still get notified of the appointment?

Yes, if you get an appointment, regardless of the type of nomination you received or were selected from, your MoC has the opportunity to notify you.
(i.e., SD/Vet or other Presidential nom kid gets appointed, is still called by the MoC who did NOT give him a nomination and invited to the MoC's celebratory events, etc.) ("Good enough to join the party, not good enough for the nomination...")
However, will your MoC call you? No idea. Not everyone receives a call.
