Not recieving stipend or book allowance

My DS is a MS1 and has the four year AROTC scholarship. As we understood it, he would receive approximately $400 a month plus $600 twice a year for books in addition to his scholarship paying for tuition. He started back in September but has not yet received any stipend or book allowance. Is it normal for this process to take this long to get the paperwork through? The school has also not received the tuition money but the Bursars office seems to know it is coming eventually (they have not frozen his account or anything.) Trying to be patient but one thing I was always taught was not to mess with a troops pay. Any thoughts or advice on how to proceed?

What did the cadre say about it and how long ago did they say it?

Is he DODMERB cleared yet? I know from experience the Army won't disburse a cent until you're fully medi ally qualified.

It is not unusual for the book money and stipend not to be paid until 2nd semester. But he should definitely check with his HRA.

Is this an issue just for your DS or for all AROTC scholarship winners in his unit or region? Are other MS1s at that university receiving their stipend. the scholarship itself, and the semi-annual book stipend this/ last semester? Did the school receive scholarship payments for all AROTC students but your son, or none yet for this academic year? If it's unit-wide it may just be a matter of this being processed at some point in the chain- what does his unit say to those impacted on timing/ next steps? If the non-payment is specific to your DS he should understand why - is he in good standing with his unit - grades, discipline, DODMERB, drug test, etc. I don't think you need to be patient - I think for peace of mind, your DS needs to confirm the specifics of what's going on and just let you know- confirming the details above will help you to know whether or not to be concerned. Thanks. I was just curious about the timing of it. Seems like it is taking a long time but didn't know if that was normal for Cadet Command.

Great questions. All the MS1s are in the same boat. I guess the folks at Battalion are just taking their time. His Captain is basically telling him "Stand by to stand by". I am sure it will get sorted. I was just wondering if others had any similar experiences in how long this can take.
 
The Military world sure is different than the civilian world….in so many ways.
