NROTC - MO

If your kid isn't enthusiastic about being a Marine (and that means awesome PT scores which is a non-negotiable part of the culture) then it's unlikely the Marines will have much interest in giving him money on the chance he might somehow want to be a Marine officer in the future. They are very good at looking at applicants and then shouting "Next!".
 
If your kid is interested in the Marines I suggest looking at PLC. You may miss out on the scholarship but can actually have a real life in college without the NROTC grade pressure and array of ROTC-specific responsibilities.
