NROTC Tier 1 to Tier 2

I am currently a MIDN 4/C majoring in Mechanical Engineering. I am considering transferring schools because I honestly cannot see myself staying at my current school for another 3 years. I would prefer to transfer to one within my unit's consortium, however, this school does not have an engineering department so it does not offer any Tier 1 majors. I would be forced to change majors and drop to Tier 2. I am interested in pursuing Computer Science. I understand it requires permission to drop tiers, but I was wondering how often do these requests get accepted/denied.

My other option is to transfer to a different unit entirely and choose a school that does offer Mechanical Engineering so I can stay in Tier 1 and not risk losing my scholarship or get the tier drop request denied.
 
Tier change from tier 1 to tier 2 won't cost you your scholarship. All the CO has to do, is sign off on it. Its just going to Tier 3 that causes the problems.
 
Just talk to your advisor, they'll let you know if there are any issues. At my unit, as long as you're in good academic standing, no issues, etc. there's no reason for concern. Like puzzled said, tier 1 to tier 2 is no problem at all.

Tier 1/2 to tier 3 is definitely still possible (I know MIDN who have done it), but much more difficult (it has to go to big navy to be approved, instead of just within your unit). This I believe is due to the 85% quota for tier 1/2 quotas, although someone more informed may know more.

Given all of this, I would recommend thinking about what is most important to you in your NROTC experience. Is your primary focus to walk away with a MechE degree, or do you care significantly more about staying with your current unit? Base on your post, it sounds to me like the latter, although this is obviously something that only you can decide.
