NSTC NROTC major tier system change

I’m trying to apply for a tier 3 major from a tier 2 major. I was told by my NROTC advisor that NSTC isn’t accepting any freshman changes this semester. Just today he also told me that I could try again next semester however their have been updates regarding the tier 3 change request however he didn’t say what they were. I couldn’t find any info online. Does anyone know what the updates are. Sorry I keep bringing this topic up. I honestly think I would switch to marine option before I do a tier 1 or 2 major. Thank you!

If your advisor told you of the recent changes, why aren't you asking your advisor? It would be one thing if you weren't already on scholarship without the benefit of a unit but you have a very good one and I am not sure why you aren't asking them?
