Offer of Admission???

Have a quick question.....my son has been contacted by a USMA coach who advised him that he received a recommendation for approval for USMAPS. He has been told that it is not 100% but it looks likely that he will gain admission to USMAPS. He is beyond excited.. What exactly is a recommendation for approval??
