On DoDMerb waiver 3 year scholarship at risk

My son is at Norwich U., sophomore year and was awarded a 3 year scholarship. Scholarships were late to arrive in the fall and his DoDMerb expired. So he had to get the physical/vision exams all over again and he is on waiver again (as he was the first time). Now its 4 weeks until this year is over and if not cleared/ granted in time his scholarship will be voided! He is being told he needs to pay $30,000 now just to register for classes next year. Any advice for him. He is going to see if he can talk with the President and get some help here. I can't call and help him but would love to find out if there are any other avenues to help him in this timely process.
