Opening of "Application"

I was wondering when the whole application to USMA opens. If you have filled out the "pre application" and have been deemed qualified (issued an ID number to access the Candidate Portal) when should we expect to be able to begin filling out an actual application (essays, supplying info for recommendations, etc..)?
