Parking off base

Weird question for y'all. I'm going on semester exchange to USCGA from USAFA. I plan on driving out and they have told us that we will be allowed to have our POVs while at USCGA; however, that we will not necessarily be allowed to park on base. Is there off base parking available anywhere nearby? I have a backup plan for where to park while I'm there (friend's parents' house) if I can't find anywhere else; however, it would be a 40-minute drive away.
 
There has been some discussion about this on the CGA Parents’ page on FB. Here is a helpful excerpt from someone who has researched the matter. “Our cadets can have cars at cga this year but not park on CGA. Most will park at the water street garage by the train station. It is 75 a month. Here is the catch! I stopped in and visited them. You must go to LAZ parking and type in New London and then Water street garage. You will have to put in to be waitlisted (there is plenty of room). Make an account and put in car and credit card info. The garage will go in a couple times a week and issue parking. They cannot go to the garage office and get monthly parking as that is what I tried.” The Water street garage that is being referenced is 1.2 miles from the Academy. And although I have no personal knowledge of this, it was commented on the post that the CGA liberty van goes to the train station.
 
Why the no parking on campus?
There is limited parking on campus (or just off campus), but that is for 1/c cadets. I believe at the end of this past school year they decided 2/c cadets would be allowed to bring/drive cars but they would have to park off campus since there is not enough parking on campus.

It’s a fact of life CG and Navy bases, often located on the water decades (even a century ago) have the port town grow up around them on all sides, with no room to grow. The focus is on ships afloat in the harbor. Army bases are often on huge tracts of land, suitable for land force training. Some AFBs are former Army bases, plus you need air operations room. USCGA and USNA and USMMA are postage stamps compared to USMA and USAFA. Parking is always at a premium at waterside bases, and RHIP. At USCGA, there will be parking for staff and faculty, first class, a few guests/customers at various facilities, and everyone else is OOL.
 
The parking situation is as described, and this is the first year that 3/c are allowed cars at all. I'm not sure what changed to grant this right, but my 3/c DD is lobbying hard for a vehicle. Alas for her, the youngest just got his permit and we're not awash in extra cars these days.

You measn 2/C s, right? I believe that this is the first year that 2/Cs can have a car with off base parking.
