I know cadets are issued a laptop, but can you bring a personal computer and connect to internet?
Thank you,

Not true. I know countless people who maintain personal devices (iPads, Macbooks, etc.)--all of which are capable of connecting to the USMA network (the WREN). However, DrMom is correct in saying that your issued laptop will be your tool for using websites, databases, etc. that require the use of your CAC.

There is a "bring your own device" guest network that works for personal devices. He can use it for gaming and other free-time purposes but will need to use the issued laptop for anything official/school related.

A personal laptop does not have the CAC certificates that your issued laptop has.
You can still access DOD services on a non-government issued computer with an external CAC reader if that's what you're referring to. I was referring to school, which you don't need CAC authentication for.
