West Point has eliminated rolling admissions for this cycle. As such, all qualified applicants are placed
on a National Waiting List until appointments are made. Most appointments will be tendered between 26 February and 1 May 2016
 
I got that letter. Did it mention you are qualified and your application was complete? Then it's a candidate qualified letter.

Edit: nothing to worry about. I received an appt within the week (YMMV)
 
I received the same notification from my USMA FFO. The way he explained it to me was that USMA is trying to meet their composition requirements (women and minorities) before they choose other candidates. After hearing this, I was at first very worried about my chances plummeting, but what you have to realize is that ANYONE with one or more nominations and 3Q'd is on the NWL. I know how you feel, keep strong during the wait! And update me when you learn about your admission status :)
 
I got that back in September after getting my LOA... Got my appointment a few weeks ago. Nothing to stress about.
