When applying for the academy, they have something called the personal data record? What does that mean and what do you submit into it?
 
It is pretty self-explanatory, and explained in detail in the INSTRUCTIONS.
When you're done, you click on submit. It's one of the few things that the applicant does by themselves.
 
You open up that part of the application and fill it out. I think that it will allow you to save it and come back later.
At some point, you will need to hit "submit" and that portion of your application will appear complete in your Candidate Information System (CIS) page, with that date of completion.

If - after you have completed it and submitted it - you have something come up that you would like to add to it, you can do that but only with the assistance of your Admissions Counselor (contact info listed in the CIS) and it may be that he/she can "reopen it" for you in the CIS for you to input (and submit again) or something that they will require via EMail or USPS mail.
 
This reminds me of how green my DS was during the early days of the "process"
