What I don't get is why a non-expert was giving the presentation based off of information he gleaned on an internet search...

Most likely this was someone given the collateral duty of Equal Opportunity Officer for their Reserve Unit and told to give a brief at the next drill weekend. These presentations tend to have a way of staying around and after a while no one really knows any more how, why or by whom it was created.
