Questions about AFROTC type 7 scholarship

Recently was boarded and offered a type 7 scholarship. (Woot) however, I am very confused on what to do. Type 7 can be converted to a 3 year Type 2. The website says the type 7 pays the in-state tuition rate for four years. Is that the in state rate for my home state? Or the state I go to college in? Secondly, the college I am looking at using the scholarship at (this is plan b btw) apparently offers all contracted cadets in state tuition. (The college is an out of state public university for me) So would I want to stick with the type 7 or covert to type 2 and get 3 years of 18,000 towards tuition at any public or private university?
 
There is no need for you to convert that scholarship if the college you choose is either in-state or offers in state tuition to out of state cadets as you indicate. In fact if you would convert it you would lose a year of paid tuition.

I am not sure why someone would convert to a type 2, unless he or she really wanted to go to either a private college or out of state public college that did not have reciprocity for cadets.

My son was also awarded the Tyoe 7. He’s looking at two, private colleges where he has been offered nice merit scholarships. Can the Type 7 scholarship (At the in state tuition rate) be applied to a private school to help offset the difference after the merit scholarship is applied? It reads like it can only be used at a public college at instate rates.
 
Yeah type 7 is for state universities (public). If you go to an out of state public school (say you go to a NY SUNY School but you live in California) you can not use the type 7 as you are not considered a NY resident. Some public colleges (a lot in Texas) will consider you instate if you go to their school with a type 7, this means you can use your type 7 at that school. You can’t use a type 7 at any private college, however you can convert it to a 3 year type 2 which starts your second year
