Anything is possible... the more appropriate question is whether it is likely.
First, as has been said many times here -- no one knows what triggers an LOA, and your objective should be to get an Appointment, not an LOA.
I can see a scenario where a very good candidate was edged out by a slightly better candidate during the original Admissions cycle, and Admissions wanted to make sure that Candidate had a seat the next year,, then an LOA would be appropriate. That said, I would expect that very good candidate would have been waitlisted, or perhaps didn't get the TWE until very late in the cycle
With respect to NAPS -- while someone posted it has happened, I really don't think it iscommon or likely. As a practical matter, the reapplicant that has gone to college and taken a rigorous STEM based courseload is getting the same preparation as someone going to NAPS. That candidate is going to be evaluated after first semester grades are available, and he/she is either going to make the grade, or not. I really don't think another year of preparation at NAPS would make much difference.
Bottom line though -- while these type of what if's are interesting brain teases, they really don't affect the application process. Regardless of whether a first time or repeat applicant, you want to submit your best application for APPOINTMENT ,, not NAPS or LOA.
