Reapplicant Recommendation Letters

I have a question in regards to the recommendation letters. Last year I got an evaluation from my Senior Naval Science Instructor, but not a recommendation letter, since I couldn’t use him for both. This year I was hoping I could ask him for a recommendation letter instead of an evaluation since I can’t reuse him for an evaluation(right?). Can I use him as a recommendation letter? It says not to use the same person who is evaluating you, but he isn’t evaluating me, this year. I wasn’t sure if I can ask him for one. Just to clarify, I can’t use him as my “other” evaluation since he was my senior instructor and I used him last year, correct? Hopefully this isn’t too confusing, I asked my ALO, but in the possibility he can’t answer this, I am creating this post. Thank you.

Since he is naval science, I would say that would go against you. Navy/Air Force, big rivalry I believe Actually on a serious side, I would say follow the directions precisely, then if allowed, use your best options. If this is the best, then I would say, proceed, "full speed ahead"!
