Reapplicant Recommendation Letters

I have a question in regards to the recommendation letters. Last year I got an evaluation from my Senior Naval Science Instructor, but not a recommendation letter, since I couldn’t use him for both. This year I was hoping I could ask him for a recommendation letter instead of an evaluation since I can’t reuse him for an evaluation(right?). Can I use him as a recommendation letter? It says not to use the same person who is evaluating you, but he isn’t evaluating me, this year. I wasn’t sure if I can ask him for one. Just to clarify, I can’t use him as my “other” evaluation since he was my senior instructor and I used him last year, correct? Hopefully this isn’t too confusing, I asked my ALO, but in the possibility he can’t answer this, I am creating this post. Thank you.
 
Since he is naval science, I would say that would go against you. Navy/Air Force, big rivalry I believe:) Actually on a serious side, I would say follow the directions precisely, then if allowed, use your best options. If this is the best, then I would say, proceed, "full speed ahead"!

Haha good point, but alright that’s exactly what my ALO said, so I’m going to do it because he’s definitely one of my better connections. Thank you!
