Received my qualification letter today

Opened my West Point portal today and was pleasantly surprised to see my qualification letter was posted. Was a little confused about the one paragraph in it...

"West Point has eliminated rolling admissions for this cycle. As such, all qualified applicants are placed on a National Waiting List until appointments are made. Most appointments will be tendered between 26 February and 1 May 2018."

I thought the NWL was exclusively for those who didn't win their district slate? Am I interpreting this wrong? District decisions aren't made until everyone's qualification status has been decided, no?

Do not worry about the wording. It is a form letter for all 3Qd candidates.

Technically, you are on the NWL while you wait for the application window to close and congressional slate's to be resolved.

Congratulations on getting this far.

You opened your portal for the C/O ‘23 today and you already got a qualification letter?

I got my triple Q letter and it didn't say any of the stuff about rolling admissions and the national waiting list. I was also wondering if it is acceptable to post some of it for informational purposes.
