In seeking reference letters from busy people is it advisable to ask for a general reference to nomination for multiple academies across all sources….or individual letters for each academy and each nominating source?

I had my recommenders write a general ( but solid) rec letter and copy/paste it into the nomination portals. Heads up, make sure they know to put "United States Service Academy" instead of "Senator Van Hollen's Service Academy". It is also a good idea to ask for a copy of the letters after they submit them incase you have a nomination sources that asks you to submit them.
