Read the question carefully, answer it accurately, with no more and no less than the information requested.
Take it a step at a time. The condition, if a DQ per the DODINST, may be waiverable, may be waiverable up to a certain number of waivers per cycle, may never be waiverable. It is a process.
Keep in mind the big picture. The physical bar is set very high for pre-comm programs; it is not arbitrary. The military needs people with their parts in the best working condition and minimal risk of breaking. Military folks operate in harsh, extraordinarily high stress environments, often far from advanced medical care, where the safety of others can often depend on every last person being able to contribute and not impact the unit’s readiness for health reasons. The services have different missions, different operating environments, different gear, hence the different waiver policies in each service.
