Hey folks. So I had a 3.3 gpa with freshman and sophomore year. I plan to take these following classes Ap computer science principles Honors Technology II CHIS Argument/Ap Language & Compustion Business Law Italian III Ap environmental science Plane Solid Geom. What are the chances I can increase it, and being a decent candidate?

As for if you could raise your gpa, it is best to consult your high school guidance counselor. I would let them know your thoughts and work with them closely.
Regarding what you can do to be a decent candidate, as almost all on here will tell you that, no one but the academy knows what a decent candidate is from year to year as their requirements/needs change but grades are only part of the overall package. Obviously, higher level math and science is a benefit. Best advice is work hard in your classes, sports/clubs/activities to put together the best package you can.
