I am assuming you are talking about ROTC at college, not JROTC.
Reapplicants or first time applicants from colleges are treated differently than high school seniors.
WCS, 30% is your leadership, so ROTC participation will go in here. Any improvement helps, but 60% academic counts more.
Make sure you apply for ROTC nomination. I think more and more college ROTC students are applying to West Point, but there are 20 appointments for ROTC cadets.
