My PMS just signed the ROTC nomination form and did the letter of recommendation as well, but now I do not know what to do. Do I have to send them over to USNA by mail or send it by email to admissions?

If the form looks like this, it tells you where to send it in the instructions near the top. I read it and took it to mean the unit sends it.

Given the state of snail mail these days, I would make copies for your own files but also scan a copy and send it to USNA with an email noting it is an unofficial advance copy of the one being mailed.

Should I mail the documents over to the address indicated or should my PMS do so?

Best answer: ask USNA or a designated POC, your primary sources. If they are doing a live chat, jump on that.
