ROTC Scholarship in-state requirement?

I was recently told that when listing your schools to attach to your National ROTC Scholarship you must have one in state school listed. Is that correct?

Navy ROTC one of the 5 must be in state and in top 3 of 5. DS had 5 out of state originally but regional director made him change before submission. Tough because none of our NROTC school options had his major....

For Army ROTC:

When selecting school choices, the application process requires that at least one of your choices is a college in your home state of residence.

And I would like to add that the in state school does not have to be public, it can be private. However, if you have private schools listed you also have to have a public choice, this can be out of state. My daughter had 2 private schools and 2 public, the in state school was a private school.

I dont think that is correct. you need one of the school where you qualify for in state tuition not just in your state, Been through this twice already and needs to be in your top 3. We had to put Rutgers down as third choice even though DD dint really want to go there.

I all can speak to is for AROTC and my daughter's experience two years ago. She did not have an instate tuition option, only an instate private school. I should of clarified in my post it was for Army.
