My highest scores are:
Reading: 590
Math: 620
Writing: 650

I've taken the SAT twice now and am not taking it again due to costs. I have good grades and participate in a lot of sports and volunteering. I know that SAT scores are considered, since West Point looks at everything, but how would this score stand among others?

Any chances you can try taking the ACT? Those scores are not average, I believe (I could be wrong).

I suggest you look at the Profile for the USMA Class of 2015: http://www.usma.edu/classes/SiteAssets/SitePages/2015/2015profile.pdf

Based on those statistics, the mean SAT Scores for USMA 2015 are:
Reading: 627 (66% above 600)
Math: 646

I suggest you should contact your RC and discuss your entire Candidate File to better determine the correct course of action.

I understand that the tests are expensive, but you can also work with your school counselor to determine if you qualify for a test fee waiver (http://professionals.collegeboard.com/testing/waivers/guidelines/sat -- someone else may know more abou this.)

Based on reviewing other Class Profiles (2014, 2013) and the fact that SAT/ACT scores are 30% of your Whole Candidate Score, I suggest you try to re-take the SAT or try the ACT.
