Scholarship Confusion

I'm dead set on attending USNA or USCGA, but I'm also planning on participating in ROTC if I do not get in. Unfortunately, I am not nearly as well versed in ROTC information as service academies and I am slightly confused with the scholarship. The website states "If offered the scholarship, the student will be expected to attend the school at which their scholarship is placed." Does this mean that if I got the scholarship but was also admitted to say USNA, that I would have to take the scholarship?
 
No. You can accept the scholarship and if appointed to USNA you can then decline the scholarship. All it's saying is if you are given a scholarship that it must be used at one of the schools that they awarded it to. You will list schools on your application. If you are a winner they will tell you which schools you listed you can then used the scholarship at. So make sure you apply to all the schools you list.
 
Oh and one point. If you get both, when you swear in at a SA, it will then automatically drop you from the ROTC scholarship from what I understand. Many hold on to them until I Day as a just in case.
